Training Programmes Conducted in 2003 - 2004

     During the year 2003-2004 as many as 30 training programmes were conducted in this institution, through which 649 participants were trained in different specialised areas. The total duration of these training programmes was 40 weeks. This consists of Foundational Courses and the Training Programmes specific to State Category sponsored by the Department of Personnel and Training, Govt. of India, New Delhi.

FOUNDATIONAL TRAINING PROGRAMME

     Two State Appreciation courses for IAS Probationer- one each for 2001and 2002 batches respectively – were conducted. This is an important course for newly recruited IAS Officers, who come to this state after completion of their training in Lal Bahadur Shashtri National Academy of Administration, Mussoorie (Uttaranchal). 

     For 2001 batch, IAS Probationer Shri Amitabh Kaushal (JH 2001) took this course from 28th April 2003 to 1st June 2003.
Similarly, for 2002 batch, Shri Manish Ranjan (JH 2002) attended the State Appreciation Training Programme from 16th June 2003 to 20th July 2003.
These courses lay special emphasis on exposure about the State of Jharkhand, General Administration, Development, Revenue Laws, Accounts, Hindi etc. They covered a wide area of different aspects of administration, related to their field work. Some field visits were also arranged during their 5 weeks training programmes. Under this, they visited Regional Training Institute under the Accountant General, Bihar and Jharkhand, Ranchi & Jharkhand State Tribal Welfare Research Institute, Ranchi.

FACULTY/ TRAINER DEVELOPMENT TRAINING PROGRAMMES SPONSORED BY THE DEPARTMENT OF PERSONNEL AND TRAINING, GOVT. OF INDIA, NEW DELHI (2003-2004)

     In the financial year 2003-2004, some Faculty/Trainer development programmes were also conducted by the institute to improve trainer’s abilities, their delivery skills, designing skills for specific courses and effective use of new training methodology and techniques.

     A Direct Trainer Skills (DTS) programme was conducted from 3.11.2003 to 7.11.2003 for one-week, in which 11 trainers from different institution/organizations participated. They were provided with the opportunity to develop their basic instruction skills. This would contribute towards improvement in the training activities in all the concerned organizations.

     Similarly, a one-week programme on Design of Training (DOT) was conducted from 10.11.2003 to 14.11.2003, in which 11 participants from different organization participated. This was greatly appreciated by them. They felt that the course had contributed to their capacity-building and they could take the additional responsibility of designing new training modules for their respective areas of activity.

     Both the courses under Training of Trainers programme are based on the modules prepared by Thames Valley University, Slaugh (U.K.) aimed at developing competence of trainers.

     Two more courses aimed at Trainer Development, sponsored by the Govt. of India, New Delhi have also been conducted on Training Need Analysis from 25 November, 2003 to 5th December, 2003 and again from 23rd February,2004 to 5th March 2004. These programmes were intended for institutional as well as departmental trainers. They proved extremely helpful for experienced govt. officers as well as for training managers involved in improving the quality of training in their respective organizations. Such courses helped the attending participants to develop their consultancy skills and to help client organizations for improvement of performance through appropriate recommendations about concrete training and non-training interventions.

     In the same year, several one-week training programmes sponsored by state government were also carried out by this institute. These included training of officers of Statistics Department and training on the use of Electronic Voting Machines.

     One very special training programme was undertaken by this institute on the initiative of Election Commission of India in 2003 from 23rd July to 2nd August, on Electoral Management and Administration. This programme was attended by officers with direct involvement in election, drawn from different states of the country. Senior officials from Election Commission of India provided training to 27 participants from all across the country. Participants included Collectors, ADM and SDM from different parts of the country.

     Two training programmes of short duration on Electronic Voting Machine were conducted on the sponsorship of State Cabinet (Election) department for the field officers and instructors. About 141 officers and ITI instructors got first hand practical training on use and handling of EVMs. Master Trainers from Election Commission of India gave ‘Hands on training’ and practical inputs about the mechanism and functional procedures of EVM as also about handling likely troubles during their use in the field. This training was of immense importance for the recently conducted Parliamentary Election, 2004.

      Besides the above inputs, an unique Yoga Training Programme for IAS/IPS officers was arranged for one week from 10th Oct to 16th Oct 2003 by the institute’s own resources. Senior IAS and IPS officials of the state attended the pogramme and were highly benefited by the Yogic excercises and techniques learnt from the trainer of Yoga University, Munger (Bihar) Shri Swami Mukta Rath and his associate. Such programmes under Health/Stress Management are of immense and practical importance for the officers, who have to cope with job- stress on day to day basis in the exercise of their duties.
