Training Programmes Conducted in 2002 - 2003

FOUNDATIONAL TRAINING PROGRAMMES FOR STATE ADMINISTRATIVE SERVICE OFFICERS (2002-2003)

     In the very beginning of the financial year 2002-2003, the 2nd phase of the Foundational training programme for State Administrative Service Officers (Recruited on the basis of 42nd Combined Competitive Examination of Bihar Public Service Commission) was conducted in the institute, which broadly covered the feedback and experience sharing session. Eighty-eight Probationer Deputy Collectors participated in two weeks institutional training programme. The first phase has been conducted in the preceding financial year. There was very fruitful interaction among the trainee officers and also between the trainees and faculty in the experience sharing and district training feedback session. The session was quite cohesive and interactive.

FOUNDATIONAL TRAINING PROGRAMMES FOR IAS PROBATIONERS (2001 BATCH)

    Five IAS probationers of 2000 batch of Bihar and Jharkhand (Combined) attended the State Appreciation Course from 8th April 2002 to 11th May 2002 for a total duration of five weeks.

    The inputs of this foundational course covered general exposure about the state, Economic and Geographical aspects of the state, General Administration, Development, Accounts, State Revenue laws etc. Thus the basic ingredients for their administrative career in the allotted state of Jharkhand were provided. The course was greatly appreciated by these probationers. They completed their departmental liabilities during their institutional training here. On the initiative of the institute, specially for these probationers, one of the examination centers of the examination of Central Examination Committee was arranged at Lal Bahadur Shastri National Academy of Administration, Mussoorie.

     These programmes of one week duration each covered a large variety of subjects under the broad thematic groups, viz., Total Quality Management, Financial Management, Planning & Management of Watershed, Waste Land Development, Development and Environmental Issues, Disaster Crisis Management, Sustainable Development, Effective Implementation of Anti-Poverty Programmes, Gender issues in Rural Development, Empowerment of Women, Role of NGOs in Rural Development, Efficient Management of Public Distribution System, Decentralization of Power and Development, Court Procedures. All together 270 middle level officers attended these programmes and exposures on core area of Development and Management were given to them.

TRAINER DEVELOPMENT PROGRAMMES (2002-2003)

Under this caption in 2002-2003, two programmes of training of Trainers, viz., Direct Trainer Skill (DTS) and Design of Training (DOT)- each of one week duration were conducted in the institute from 07-11 May, 2002 and 13-17 May, 2002 respectively. All together 28 officers were benefited through these programmes. The nodal officers having undergone these courses will now be able to undertake the additional responsibilities of designing training modules for their on respective organizations. Some of the organizations are Regional Training Institute, Ranchi, Police Training College, Hazaribagh etc.

WORKSHOP ON CITIZENS CHARTER

     Three important workshops on Citizens Charter were conducted in 2002-2003. The importance of Citizens Charter needs no introduction. This is the core concept of transparency in administration, redressal of public grievances and accountability. Citizens Charter provides the paradigm of citizen friendly administration, which is a must in all public services in present times.


     Three workshops of one day each were organized on Citizen’s charter for officials of Health, Education and Transport departments on 24th, 25th and 26th March, 2003 respectively in the institute.

     The workshop highlighted and prescribed the methodology for an accountable and citizen friendly government. It also spelt out the ways and means to bring transparency in govt. underscoring the right to information. For each participant departments, concrete ‘dos and don’t’ were developed during the workshop for improving performance and efficacy of the public services. This included the three essential aspects of good governance, viz., transparency, accountability and responsiveness of the administration.

UNDP SPONSORED PILOT RUN TRAINING PROGRAMMES

     This institute was selected as an Anchor institute by United Nations Development Programme and 2 Non-DLM (Non-Distance Learning Methodology) training modules were developed here under this project. This programme was conducted in association with M.P. Academy of Administration (now renamed as RCVP Noronha Academy of Administration and Management), Bhopal (M.P.) and Anna Institute of Management, Chennai (T.N.). Two modules were developed as follows: -

(A)    Role of NGOs in Govt. & Civil Society
(B)    Economic Reforms

     The Validation workshop of Non-DLM module of Economic Reforms was organized on 5-6-2002 which was attended by academicians, economist and eminent intellectual of the society such as faculty from Department of Economics, Ranchi University, Ranchi and Retd. Senior Officials from Indian Administrative Service.

     Similarly, the Validation workshop on the Non-DLM Module of Role of NGOs in Govt. & Civil Society was organized on 5-6-2002. This was attended by the Representatives of eminent NGOs, academicians and senior officers. Some of the organizations, which were a part of this important exercise, are Krishi Gram Vikas Kendra, Society for Rural Industrialisation, Ram Krishna Mission Ashram (Divyayan, Krishi Vikas Kendra), Jharkhand Tribal Welfare Research Institute, Deepshikha, Pradan, Vikas Bharti, Departments of Sociology, Anthropology, Economics of Ranchi University.

     After designing the module, it is essential to test, standardize and give final shape to it by an experimental exercise called Pilot Test Run. It is part and parcel as well as an essential step towards developing a sound and workable training module. Without a successful Pilot Run, the module cannot be accepted as a standard module.

     The Pilot Run of the training module on Role of NGOs in Govt. & Civil Society was conducted for one week from 1st to 5th July,2002. Senior Agriculture Officers, Senior Officers of Education Department, Officers of the Institute (SRIKRIPA), Engineers, CDPOs, Forest Officials, Welfare Officers, participated and made meaningful contribution to this effort. They appreciated the diversified Role of NGOs in Govt. & Civil Society.

     The Pilot Run of the training module on Economic Reforms was conducted for one week from 1st to 5th July, 2002. Senior Officials from Department of Industry, Statistics, Supply and BDOs, Revenue Officers, CDPOs, Executive Officers from Urban Development department participated in the programme and had interaction with the trainees as well as the faculty.

STATE GOVT. SPONSORED PROGRAMMES (2002-2003)

     Two Computer training programmes each of one week duration for Dairy Development Officers of the department of Animal Husbandry and Fisheries, Govt. of Jharkhand, Ranchi were conducted in the institute, in which 30 officers were trained in Computer Applications. The participants underwent theoretical and practical training about Basic Concepts of Computer, MS-Word, Leap Office (Hindi Software), MS-Excel, E-mail and Internet. The participant’s feed back about the inputs given to them for handling and operating the Computer System was quite encouraging.
